There is a specific and limited job that these two things do well, and understanding what that is helps you use them effectively and set realistic expectations for the outcome.
The core chemistry issue: urine contains uric acid, which crystallises as the urine dries. Those crystals are not water-soluble. Baking soda cannot break them down. The only things that genuinely break down uric acid crystals are enzyme cleaners (which chemically decompose them) and significant oxidative agents (like concentrated hydrogen peroxide). Water dilutes fresh urine and baking soda absorbs moisture and some volatile odour compounds. That is the honest scope of what you are working with.
What Cold Water Actually Does
Cold water, applied to fresh urine, dilutes the concentration of uric acid and other compounds before they can crystallise. The goal is not to wash the urine out of the mattress (water cannot do that) but to reduce the concentration so that fewer crystals form and what remains is more diluted throughout the mattress material.

- Kill bacteria.
