Hexabromocyclododecane, abbreviated as HBCD or HBCDD, is a brominated flame retardant chemical. It belongs to a family of persistent organic pollutants (POPs) that resist environmental breakdown and accumulate in living organisms over time.
Mattress manufacturers used HBCD because it was effective and inexpensive. When added to polystyrene foam or applied to textile backings, it significantly slowed flame spread, helping mattresses meet the flammability standards required by Health Canada under CAN/CGSB-4.2 No. 27.7. The chemical did its fire safety job well, which is why it remained in use for decades despite growing evidence of its toxicity.
How HBCD Worked in Mattress Foam
HBCD was typically added directly to expanded polystyrene (EPS) or extruded polystyrene (XPS) foam during manufacturing. It was also applied to textile layers within the mattress cover. When exposed to heat, HBCD releases bromine radicals that interrupt the combustion chain reaction, slowing or preventing flame development. Environment and Climate Change Canada classified it as toxic under CEPA, and Health Canada identified it as a substance that may constitute a danger to human health. The combination of persistence, bioaccumulation, and toxicity made the case for a ban clear.
What Replaced HBCD in Canadian Mattresses
When HBCD was phased out, the mattress industry needed alternatives that still met Health Canada's flammability standards. The shift moved from chemical flame retardants applied to foam to physical fire barriers wrapped around the mattress core.

- Look for certifications: CertiPUR-US certified foams are tested for HBCD and other harmful substances. OEKO-TEX Standard 100 certification also screens for brominated flame retardants
- Check the purchase date: Mattresses manufactured in Canada after 2016 overwhelmingly use fire sock barriers rather than chemical FR treatments

Using a mattress encasement (not just a protector) can reduce dust exposure from an older mattress by trapping particles inside the encasement. This is a temporary measure while you plan a replacement.

No. HBCD and Dechlorane Plus (DP) are different chemical flame retardants. HBCD is a brominated compound that has been banned under the Stockholm Convention.
