What the new system did not do is extend Blue Box access to IC&I properties. Industrial, Commercial, and Institutional properties were never covered under the original Blue Box scheme in a standardized way, and the 2026 transition did not change that. IC&I recycling was, and remains, the responsibility of each individual property or business owner.
