A mattress that catches fire is a serious hazard. Foam burns fast and produces dense toxic smoke. Flame retardants became standard in the mattress industry partly because they let manufacturers use inexpensive polyurethane foam while still passing fire safety tests.
The trouble is that many of the chemicals added to achieve that fire resistance have their own health problems. Research published over the past two decades has linked several common flame retardant chemicals to cancer, endocrine disruption, and developmental harm. By the time some of these chemicals were regulated, millions of mattresses containing them had already been sold.
The good news is that Health Canada's current approach explicitly acknowledges this tension. Official guidance from Health Canada states that compliance with Canadian mattress flammability requirements can be achieved without the use of flame retardant chemicals. The law requires a result, not a specific chemistry to achieve it.

What Canadian Law Actually Requires in 2026
Canada's mattress flammability standard is set under the Canada Consumer Product Safety Act. The technical test is CAN/CGSB-4.2 No. 27.7-2013, commonly called the cigarette ignition test. A lit cigarette is placed on the mattress surface and ticking, and the mattress must not ignite into open flame or spread char beyond defined limits.
This test was designed around the most common real-world mattress fire cause: a smouldering cigarette dropped onto a bed. It is not a high-intensity open flame test like the U.S. federal standard (16 CFR Part 1633), which is far more demanding and historically drove heavier chemical use in American mattresses.
In January 2026, the Canadian General Standards Board revised its flammability standards for textiles and mattresses. And on June 30, 2026, the Prohibition of Certain Toxic Substances Regulations, 2025 come into force. These regulations ban two more flame retardant chemicals that have appeared in foam products:
- Dechlorane Plus (DP): A chlorinated flame retardant used as an alternative to older banned chemicals, now identified as persistent and potentially toxic to aquatic organisms and human health.
- Decabromodiphenyl ethane (DBDPE): A brominated alternative to DecaBDE, increasingly scrutinised for similar environmental persistence and potential bioaccumulation.
Separately, Canada's PFAS regulations also take effect June 30, 2026, expanding restrictions beyond PFOA and PFOS to cover a broader class of per- and polyfluoroalkyl substances. Some PFAS have been used as water-repellent treatments on mattress covers, so this change is relevant to full mattress chemistry, not only the fire barrier layer.
The Regulatory Pattern: A Recurring Cycle
Canada banned several polybrominated diphenyl ethers (PBDEs) beginning in 2008 under the Prohibition of Certain Toxic Substances Regulations. PentaBDE and OctaBDE were phased out first, followed by DecaBDE. These had been among the most widely used brominated flame retardants in foam mattresses. Their banning pushed manufacturers toward alternatives, some of which have since drawn scrutiny themselves. TDCPP replaced certain PBDEs and has since been flagged by Health Canada as a probable carcinogen. Dechlorane Plus was used as a PBDE alternative and is now being banned. This recurring cycle is one reason many sleep specialists and environmental health researchers suggest looking for mattresses that rely on natural fire barriers rather than chemical solutions of any generation.
The Chemicals to Know: TDCPP, PBDEs, and What Was Banned
Understanding mattress flame retardant chemistry means knowing which chemicals to watch for and which have already been addressed by regulation.
PBDEs (Polybrominated Diphenyl Ethers)
PBDEs were among the most common flame retardants in foam mattresses through the 1990s and early 2000s. They are persistent organic pollutants, meaning they do not break down easily in the environment and accumulate in body fat. Research published in Environmental Health Perspectives linked PBDEs to thyroid disruption, developmental problems in children, and potential carcinogenicity. Canada phased out the major commercial PBDE mixtures. They are still present in older mattresses, however, and can off-gas from foam over years.
TDCPP (Tris(1,3-dichloro-2-propyl) phosphate)
TDCPP, also called chlorinated tris, replaced some PBDEs after they were banned. Health Canada has identified TDCPP as a substance of concern. Their assessment found that prolonged skin contact with mattresses and foam products containing TDCPP may pose a health concern, noting the chemical may cause cancer and may have non-cancer effects on the kidneys and testes. California's Office of Environmental Health Hazard Assessment lists TDCPP as a probable human carcinogen. As of early 2026, TDCPP is not formally prohibited in Canada but manufacturers are encouraged to avoid it, and CertiPUR-US foam certification excludes it.
Melamine
Melamine is sometimes used as a flame retardant in mattress foam. Health Canada assessments note that melamine may cause cancer and affect the urinary and reproductive systems based on animal studies. It is less commonly discussed than PBDEs or TDCPP but worth asking about if you are specifically seeking a low-chemical mattress.
What Is Still Permitted
Not every flame retardant chemical in current use has been banned or identified as high-risk. Manufacturers have reformulated with lower-concern alternatives, and some organohalogen-free options exist. The regulatory picture is complex, and independent certifications from organisations like MADE SAFE, GOTS, and CertiPUR-US can offer some assurance that a mattress has been assessed against known chemical hazards.
Natural Fire Barriers: The Safer Alternative
The reason a mattress with a wool fire barrier can pass Canadian flammability requirements without chemical flame retardants is straightforward: wool does not support combustion easily. Wool fibres require a higher concentration of oxygen to ignite than many synthetic materials, and when exposed to flame, wool tends to char rather than melt or drip burning droplets. It self-extinguishes when the flame source is removed.
A wool fire barrier typically runs along the inside of the mattress cover, between the fabric ticking and the foam or coil layers beneath. That layer is enough to meet the cigarette ignition test without any chemical treatment.
Other natural alternatives used in Canadian mattresses include:
- Cellulose fibre: Plant-based, renewable, and can be treated with non-toxic borate solutions for enhanced fire resistance.
- Thistle fibre (Bemberg): A plant-derived fibre made from wood pulp, untreated with flame retardant chemicals, sometimes bonded with a small amount of polyester in fire barrier applications.
- Silica (silicon dioxide): A mineral-based option that some manufacturers use as a non-toxic alternative to fiberglass in fire barriers. Note that actual fiberglass is used in budget mattresses for this purpose, which creates its own problems if the cover is unzipped or damaged.

How to Tell What Is in Your Mattress
Canadian mattress law labels are required to disclose materials. The label, which is illegal to remove before sale, lists fill materials by percentage of weight. Specific chemical treatments and fire barrier compositions, however, are not always named on this label.
To get more specific information, there are several practical steps:
- Ask for the specification sheet: Reputable manufacturers make foam specifications and fire barrier material available. If a retailer cannot tell you what the fire barrier is made of, that is worth noting.
- Look for certifications: GOTS (Global Organic Textile Standard) covers the whole mattress including fire barriers. CertiPUR-US foam certification tests for specific chemicals including TDCPP, PBDEs, and PFAS. OEKO-TEX Standard 100 limits harmful substances in textiles. None of these certifications are perfect, but they provide third-party verification.
- Check for FR Rayon disclosure: Some mattresses use FR (flame-resistant) rayon, a synthetic viscose sometimes treated with silica, as a fire barrier. This is generally considered safer than chemically treated foam but different from a wool barrier.
- Ask about fiberglass explicitly: Fiberglass fire barriers are used in many budget mattresses. The fiberglass itself is not toxic in normal use, but if the cover is unzipped or washed, tiny glass fibres can escape and cause skin irritation.
